, armando trull , is live from springfield with the story. good morning. >> reporter: good morning. the hot lane construction project would have run on this part of 395 and 95 and the state was going to pay for that by selling bonds. virginia's transportation secretary says the cost of financing the deal is too great so hot lanes are on a freeze construction on the high occupancy lanes would have been built on 95 and 395. car pool commuters, buses and motorcycles would get to use the lanes at no cost but cars with fewer than three occupants would have to pay tolls. the exact toll would vary depending on the time of day and the amount of vehicles on the road. the more cars, higher tolls. those that don't want to pay would use the not hot lanes for free. virginia entered in to a partnership with a construction company to build the hot lanes. and an australian company had been picked to collect the tolls. hot lanes construction on the capital beltway will not be affected by this decision. >> reporter: the project ran in to opposition from local leaders who were afraid of the impact it would ha
